
Evaluation and Appraisal Reports (EARs)
and EAR-Based Amendments
Background
Chapter 163 of the Florida Statutes (F.S.) requires periodic examination and updating of each local comprehensive plan. Local governments in Pinellas County will be submitting their Evaluation and Appraisal Reports (EARs) and EAR-based amendments to the state within the next few years.
As part of the approved PPC work program, a local assistance initiative has begun to provide assistance to local municipal governments in the preparation of their EARs and EAR-based amendments. Included in that initiative was the execution of a contract with The Gail Easley Company for consultant services, including a series of educational and informational workshops that have focused on the special needs of local jurisdictions. Ms. Easley is a well-known consultant with many years of planning experience in Florida, including the authorship of the Department of Community Affairs’ publication A Guide to Preparing an Evaluation and Appraisal Report.
