
PPC Helps St. Pete Beach Win Grant for Marina
As part of its local assistance function, the PPC recently provided grantwriting services to the City of St. Pete Beach in applying to the federal Boating Infrastructure Grant Program (BigP). In a nationwide competition, the City won $219,750 for the construction of twelve transient boat slips adjacent to the municipal Community Center, the first phase of a planned municipal marina that will ultimately have up to 70 slips.
The PPC provides grantwriting services on a contract basis, and has helped local governments win a total of $1.6 million in state and federal grants thus far. For more information on the availability of grantwriting assistance, please contact the PPC offices at 727-464-8250.

PPC/MPO Unification Update
The effort to unify the countywide land use and transportation planning functions of the PPC and Pinellas County Metropolitan Planning Organization (MPO) continues to move forward. A summary of the steps taken thus far, and those anticipated for the future, can be found in the Spring 2011 and Fall 2011 editions of the PPC News. The anticipated timeline for the unification process can be found here.

PAC/PPC/CPA Meeting Calendar for 2012
The 2012 calendar of Planners Advisory Committee (PAC), Pinellas Planning Council (PPC), and CPA meetings and public hearings, and submittal deadlines for items requiring public hearings, has been approved by the PPC and is available online. Use this calendar all year long to keep track of meeting dates, and view agendas and minutes as they become available.

State Issues New Guidelines for Comprehensive Plan Updates
With the passage of House Bill 7207 in 2011, the state process for Evaluation and Appraisal Report (EAR)-based comprehensive plan updates has changed significantly. The due dates for the next round of updates in Pinellas County have also been pushed back, with the majority of local governments now due in 2015 and 2016.
The latest information, including the list of due dates, can be found on the web site for the new Department of Economic Opportunity (DEO), which has replaced the Department of Community Affairs.

Countywide Plan Update – Educational Presentations
The PPC is embarking on a new Countywide Plan update process, and staff have been making a series of educational presentations to the Councilmembers, to review major areas of planning consensus that have been achieved in recent years. which will provide significant guidance in creating the new, future-oriented plan. At the request of the Councilmembers and other interested parties, the PowerPoint slideshows from those presentations are available for download below.

New Process for Publishing the Countywide Rules
A new copy of the Countywide Rules, incorporating the most recent amendments through June 20, 2011, has been posted at this link. This marks a change in the way the PPC publishes the Rules. In the past, we have distributed the document in printed book format approximately every two to three years. Any amendments adopted in between printed editions were distributed separately, to be used as supplements. The online edition of the Rules mirrored the print edition, with amending ordinances appended to it, but not integrated into the body of the Rules.
Beginning with the June 20, 2011 edition, the Rules will no longer be produced in book form, but will be available online only. Now, whenever an amendment is adopted, it will be integrated into the online edition as soon as it takes effect.
This represents a significant change, but one that we hope will make using the Countywide Rules easier, while also allowing us to reduce costs. If you have any questions, please contact our office at 464-8250.

Watch the PPC Meeting Live Each Month
PPC meetings takes place on the third Wednesday of each month (unless otherwise posted) at 1:30 p.m. They are broadcasted live on Pinellas County Connection Television (PCC-TV), which can be found on Bright House 622, Knology 18, or Verizon 44.
The Pinellas County government web site also offers a live feed of PCC-TV and archives of past meetings. You must have Real Player software installed to view the meetings. Closed captioning is available for select meetings. Click on the icon to acess the live feed directly.

Truth in Annexation Online Worksheet
Are you an unincorporated county property owner who is considering annexing into a neighboring city or town? Deciding whether or not to annex can be a confusing process. There are a number of taxes, fees, and service charges that can change with annexation, and it can be difficult to estimate what the financial impact will be.
The Pinellas Planning Council believes that property owners should be as informed as possible before making the decision whether or not to annex. The new Truth in Annexation online worksheet is designed to help you obtain some of this information. Our easy-to-use calculator helps you estimate the annual taxes and fees you pay as an unincorporated resident, and how those could be expected to change after annexation.

The PPC web site now includes contact information and web site links for all 25 local governments in the county, in one central location. Links to land development codes, hosted by services such as Municipal Code Corporation or LexisNexis, are also provided. If a local government has a web page devoted to affordable/workforce housing, that link is additionally included.
