the Unified Personnel System
of Pinellas County Government. The Unified Personnel
System, or UPS, was created by a special act of
the Florida legislature. It provides personnel services
for the eleven Appointing
Authorities who comprise the UPS.

Our
Mission
To work in partnership with all Appointing Authorities within the Unified Personnel System in recruiting, developing and retaining the best possible workforce. Benefits
oversees the Employee Health Benefits, Wellness Program, Retirement and Deferred Compensation plans. Publishes the BeneBreeze and To Your Health newsletters.
Employee Communications
provides internal communications throughout the organization through publications, direct correspondence, special programs via the intranet and through other communications vehicles. Employee Communications also offers employee and citizen surveys and focus groups to Appointing Authorities under the UPS.
Employee Relations
provides consulting services to departmental management and employees regarding grievances, disciplinary actions, performance appraisals, conflict resolution, and employee counseling. Also also interprets employment regulations, county policies, procedures, rules and practices.
Employment & Volunteer Services
is responsible for recruiting and testing applicants and employees to fill positions within the Unified Personnel System. It is also responsible for recruiting, and placing citizen volunteers in their county government and facilitating the involvement of Pinellas County government employees in community events and projects.
Pay & Classification (Compensation)
maintains the Pay Plan, the Classification Plan (which includes over 600 class specifications), and completes the Annual Market Survey.
Records Administration
audits all personnel transactions, enters employee pay and position information into the payroll system, and ensures that related personnel rules, policies and procedures are consistently applied for all employees of the Unified Personnel System.
Training & Development
provides a wide range of services aimed at enhancing organizational performance through in-house training workshops, and career development opportunities such as the Tuition Reimbursement Program.
