Pinellas County Emergency Solutions Grant Substantial Amendment to 2011-2015 Consolidated Plan and 2011-2012 Action Plan
The U.S. Department of Housing and Urban Development has announced the allocation of additional funding authorized under the McKinney-Vento Homeless Assistance Act as amended by S. 896 entitled The Homeless Emergency Assistance and Rapid Transition to Housing (HEARTH) Act of 2009.
Funding is being provided through the Emergency Solutions Grant, formerly the Emergency Shelter Grant Program and target households that are homeless or are at risk of becoming homeless.
Pinellas County intends to submit a substantial amendment to the current Five Year Consolidated Plan and One Year Annual Action Plan no later than May 15, 2012, in order to access the additional $73,419 available to Pinellas County.
The other component of the Action Plan Amendment is to provide clarification on the specific activities included in the Gooden Crossing Infrastructure Project. The original project description included engineering, design and construction improvements including resurfacing, storm drainage and sidewalks. The acquisition of property for right-of-way should have also been specified as part of the expansion.
A draft of the amendment to the 2011-2015 Consolidated Plan and 2011-2012 Action Plan will be available for viewing and public comment at the Pinellas County Community Development Department, 600 Cleveland Street, Suite 800, Clearwater, FL 33755 and here from March 9 to April 9, 2012.

Amendment to 2008-2009 Action Plan
The U.S. Housing and Urban Development recently announced funding authorized under Title XII of the American Recovery and Reinvestment Act of 2009. Funding provided through the Community Development Block Grant Recovery Act Program (CDBG-R) will be used to fund shovel-ready housing or other related community development activities, primarily for persons of low and moderate incomes.
Pinellas County submitted a Substantial Amendment to the 2008-2009 Action Plan, in order to access the $809,226 allocation of CDBG-R funds.

The U.S. Housing and Urban Development recently announced funding authorized under Title XII of the American Recovery and Reinvestment Act of 2009. Funding provided through the Homelessness Prevention and Rapid Re-Housing Program (HPRP) will be used to provide financial assistance and services to prevent individuals and families from becoming homeless or help those who are experiencing homelessness to be quickly re-housed and stabilized. Funding provided through the Community Development Block Grant Recovery Act Program (CDBG-R) will be used to fund shovel-ready housing or other related community development activities, primarily for persons of low and moderate incomes.
Pinellas County submitted a substantial amendment to the current Action Plan on May 13, 2009, in order to access the $1,237,464 allocation of HPRP funds and $809,226 allocation of CDBG-R funds.
