In an ongoing effort to continually improve our Construction Contract Administration process, we are partnering with designers to minimize errors and omissions in plans that could result in change orders, and partnering with contractors in an effort to complete projects on time and within budget.
In addition, we are continually investigating new technologies and training programs that will improve our operations, such as:
Development, implementation, and administration of a total quality assurance program to ensure our customers (residents and visitors) of quality construction material and practices, and to ensure a high level of confidence in test results reported by laboratories performing materials testing on Pinellas County projects
Investigation of the possibility of using handheld computers to provide state-of-the-art equipment and training to improve record-keeping efficiency and pay requests
Continually providing the opportunity for Construction Administration personnel to obtain job-related professional and technical certification, to enhance the ability and credibility of our professional staff.

Responsibility for all phases of contract administration including:
- Preparation of contracts for execution
- Maintenance of project correspondence and records
- Processing of pay requests and change orders
- Management of inspection staff
- Documentation of plan changes
- Preparation of status reports
- Administration of Contract Engineering and Inspection (CEI) contracts

Responsibilities include:
- Detailed documentation of work performed
- Full-time inspection of construction projects
- Scheduling of testing
- Preparation of monthly pay estimates
- Coordination with utilities and the public
- Assisting Design Engineering with problem resolution
- Ensuring compliance with permits

Materials Testing
Responsibilities include:
- Requests for Proposal (RFP's) for testing laboratories
- Scheduling required field testing
- Review of test reports for contract compliance
- Processing invoices from laboratories for testing services
- Inspection of laboratory facilities for quality assurance
- Scheduling inter-lab proficiency testing as required
- Maintaining database of material testing records
