Public Hearings:
Transferable Development Rights Program for Downtown Palm Harbor
The Pinellas County Board of County Commissioners (BCC) is proposing to amend the Downtown Historic Palm Harbor Master Plan to allow Transferable Development Rights (TDR) in the OPH-D Zoning East Sub-District. The BCC will conduct a public hearings on this item on April 24, 2012 at 6:00 P.M.

The BCC will hold a public hearing on the proposed amendments to the OPH-D Zoning District on May 22, 2012 at 6:00 P.M.

Community Meetings:
July 20, 2011 - This meeting was the first of two scheduled public meetings to provide an opportunity for members of the Old Palm Harbor community to comment and provide input on the topics of TDR’s, parking and streetlights in Downtown Palm Harbor.
Topics of discussion:
- Transfer of Development Rights (TDR) program for downtown Palm Harbor
The proposed Transferable Development Rights (TDR) Program for Downtown Palm Harbor was discussed at the July 20, 2011 community meeting. The implementation of a TDR program in Downtown Palm Harbor would require an amendment to the Downtown Historic Palm Harbor Master Plan.
- Downtown Palm Harbor Parking Inventory and Parking Demand:
In March and April 2011, the Pinellas County Planning Department, with the assistance of volunteers, conducted an inventory of existing parking spaces in Downtown Palm Harbor and the demand for these spaces on five days (Monday, Tuesday, Wednesday, Friday, and Saturday). There is a map that identifies the area included in the parking inventory. The attached five tables summarize the results of this inventory and the demand for parking spaces.
August 31, 2011 - Discussed community various options that have been developed to address the above three topics using input from the community, including comments provided at the July 20th public meeting.
